With the advent of environmental regulations in the mid-1980’s, the U.S. Army has been faced with the challenge to remediate installations and facilities environmentally-impacted due to past practices. After developing the concept for commercial clients (the GRiP® contract), ARCADIS advised the Army Environmental Command (AEC) as the AEC initiated their Guaranteed Fixed Price Remediation (GFPR) program to address this environmental restoration work. The GFPR contract (now called Performance-Based Acquisition or PBA) was instituted by the AEC as a way to accelerate project schedules and lower expenditures by holding contractors accountable to meet prescribed performance objectives for a fixed cost.
In 2000, ARCADIS was awarded the first-ever U.S. Army GFPR contract to remediate the Former Rio Vista Army Boat facility in California. Within 2 years of contract award, ARCADIS had received regulatory closure of all 14 individual RCRA sites at Rio Vista, allowing redevelopment activities to commence and the return of the property to beneficial use. Since Rio Vista, ARCADIS has received 19 additional PBA contracts, at installations such as Fort Meade, MD; Fort Gordon, GA and the Sierra Army Depot, CA. The contract value of our total portfolio is approximately $300M, with a demonstrated savings of over $100M compared to the pre-PBA estimated costs to complete. ARCADIS has over 250 individual RCRA or CERCLA sites under contract. Project elements have included delineation and remediation of numerous groundwater plumes, impacted by chlorinated solvents, hydrocarbons, explosives or metals; and soil, surface water and sediment cleanups. Recent projects have also included characterization and remediation of Munitions of Explosive Concern, including munitions clearances and clean-up of soil impacted by explosives and metals.
