THE CHALLENGE: Redevelop a declining 1960s vintage mall into a revitalized mixed-use urban community. The site is located in Lakewood, Colorado and was redeveloped into a $560 million mixed-use project that consists of approximately one million square feet of retail space, 800,000 square feet of offices, a hotel and approximately 1,300 residential units.
THE SOLUTION: The 103-acre site has been redeveloped through a public/private partnership between the city of Lakewood and Continuum Partners, LLC.
Through our GRiP® Remediation Program and patented in-situ reactive zone (IRZ) technologies, ARCADIS was able to assist with a successful redevelopment of the dilapidated site. Additionally, ARCADIS was instrumental in securing over $110,000 in Brownfield Grant funds from the City of Lakewood, Colorado and approximately $2 million in a low interest Brownfield loan from the U.S. Environmental Protection Agency (U.S. EPA.).
ARCADIS prepared and implemented a Voluntary Clean-Up Program (VCUP) Application for the site. The VCUP was prepared to address a myriad on environmental areas of concern that are the result of previous operations at the site, including chlorinated solvents, petroleum hydrocarbons, PCBs and regulated building materials.
In addition, ARCADIS assisted our client with environmental liability insurance allocation negotiations through groundwater modeling, data evaluation and presentation resulting in over $1.6 million in payments from PRPs of the former mall.
THE RESULT: A vibrant, commercially and socially successful urban community. The city center now lives, works and breathes and created 13,000 new jobs. Above all, the once obsolete property is now clean and profitable.
In September 2004, ARCADIS was awarded the prestigious Phoenix Award™. The award was developed in 1997 by state and federal environmental foundations and honors innovative yet practical projects that bring abandoned commercial land to productive use. ARCADIS was selected by U.S. EPA Region 8 as the recipient of the award for 2004.
